Turning Neighborhoods Around

Citywide Rehabilitation: The Cleveland Housing Network

A membership organization of more than 20 CDCs, the Cleveland Housing Network (CHN) rehabilitates vacant, abandoned, and deteriorated homes across the city.   The refurbished properties are then offered to low-income families in CHN’s lease-purchase home ownership plan: a family can lease a rehabilitated house and pay low rent for 15 years (as little as $400 for a four-bedroom house).   At the end of that period, the family has the right of first refusal to purchase the property at a below-market price.   With 3,000 homes to its credit, CHN is responsible for bringing more than $200 million in direct capital investment to Cleveland 's neighborhoods.

Detroit Shoreway

Along Detroit Avenue , block-by-block rehabilitations incorporate community theaters and shopping intersections, in an attempt to reclaim each neighborhood’s former vitality and aesthetics. The Detroit Shoreway Community Development Organization (DSCDO) has cleared abandoned land and built two handsome and moderately priced townhouse projects ( Bridge Square and Tillman Park ) and restored a number of apartment houses along Detroit Avenue : the Kennedy, Murville, Detroit Chateau, and the 13-unit Harp, a million-dollar restoration now listed on the National Register of Historic Places.

West Side Market and Market-25

The West Side Market, the northern anchor of a two-block revitalization effort by the Ohio City Near West Development Corporation (OCNW), has been listed as a National Historic Landmark since 1973.   It was built in 1912 across from the site of a 19th century wooden market, where now can be found art galleries, coffee shops, and a small community park.

Nearby is Market-25, a restored and rehabilitated commercial building whose lively first floor is crowded with the booths of 14 vendors of multi-cultural foods, crafts, and gifts.   Extensive restoration is also going forward on buildings elsewhere on the same block, including the project’s southern anchor, the four-story Fries and Schuele Building, which, when completed, will feature 36 loft-style apartments above a retail ground floor.
